We're currently working on the Media Source Extensions API. This brings
a lot of flexibility to the Javascript but it is fairly low-level API.
Whatever you want will likely need to be implemented on top of MSE. The
plan is outlined here:

Right now the entire stream is stored in RAM.MSE API will stay pref'ed
offat least untilwe've got memory management.
