If you need to use about:webrtc to capture data on problem calls, turn e10s off.
With e10s enabled, about:webrtc is unable to collect data or control the debug mode and AEC logging for peer connections created from the content side. In effect, this means it is only aware of a call started with Hello (an about: url) in e10s mode. I am working on bug 1100502 in order provide a fix for this issue. I will post again to give the all clear when this is resolved (shortly, I hope).
