We have some code in our generic media layer to handle "duplicate frames"
induced by TH_DUPFRAME. As far as I can tell, Theora is the only codec that
produces these things, so I'd like to remove support for them. It's a bit
tricky to remove them after the decoder. Could I just remove the block that
returns that value, here?

I.e., will the else-block work and return a frame in this case?
