If Chrome is allowing the answerer to add a third m= line, then it's
totally not
complying with RFC 3264 and that's a defect in Chrome.

Making this kind of change is forbidden by JSEP:
http://rtcweb-wg.github.io/jsep/#rfc.section.6
If Chrome allows you to do that, then it is noncompliant there as well.
