function makeURI(str) ioSvc.newURI(str, null, null)
makeURI("http://@/mozilla.org/").spec -> http:///mozilla.org/
makeURI("http:///mozilla.org/").spec -> http://mozilla.org/
In other words,
makeURI(makeURI(str).spec).spec does not always return "str".
