Another note: Nobody, to within experimental error, uses IP addresses to access public websites.
But plenty of people use them for test servers, temporary servers, and embedded devices. (My home router is http://192.168.1.254/, do they need to get a certificate for 192.168.1.254? Or do home routers need to come with installation CDs that install the router's root certificate? How is that not a worse situation, where every web user has to trust the router manufacturer?)
