This took a while to land (due to other priorities and blockers that came
up), but it has stuck now. Let me know if you see pdf generation issues on
Nightly.

Also note that for actual print output we still use Cairo in some places,
see bug 2036950 <https://bugzilla.mozilla.org/show_bug.cgi?id=2036950> for
some context.
