This has now been on nightly for a while, QA has gone through it, and all
known issues / regressions have been addressed, so if all goes well we plan
to let this work ride the trains along with tagged PDF generation in
Firefox 158.

Thanks to Lee Salzman for all the Skia fixes and reviews, and to Jamie for
making PDF generation more accessible in Firefox :)
