This implementation doesn't really help the user, it just helps the biggest publishers Google and Facebook. With that implementation you kick smaller companies out of business but still allow the biggest publishers (google, facebook) to track users across the web by using third party cookies. By the way, why isn't it possible for publishers to decide who is allowed to drop third party cookies on its website? One could introduce a new header <meta allowcookiesfrom="...."> or <meta blockcookiesfrom="..."> .
I think it's a good idea to let both the user and the website decide who is allowed to drop and read third party cookies.
