I confused some of the issues. It was about issue J. The reply
(https://groups.google.com/forum/#!topic/mozilla.dev.security.policy/Jj9ZpMs-pWM)
talked about "deprecated, enterprise-only interface" and "historic
interface".
This seems to imply that either deprecated interfaces don't need to
follow the BR requirements or they have no overview of all the software
they are still running and so didn't check all of them to be in compliance.
