Has Visa responded to this privately, and is there an upcoming decision point? 
Visa has failed for some time to respond to open questions in 
https://bugzilla.mozilla.org/show_bug.cgi?id=1391087; I am not sure Visa is 
willing to be accountable to Mozilla's process or the public interest.
