How is a root program or observer to know all the servers that should be
checked for a given certificate, given the wide prevalence of load
balancing?

We know that subscribers will (successfully) pressure CAs to extend
revocation timelines even for systems that are locked to a limited peer IP
range or are entirely internal like test deployments.

I don’t think it would really meet the goal of the exercise.
