I think we are getting closer.
We might be able to shorten
I want advertisers to track and retain my Web use across sites and
provide targeted content"
to
I want advertisers to watch my Web use to provide targeted ads"

That works over all, but I still think that "I'm OK with" isn't strong
enough a message for DNT: 0. Feels like that needs to be a much more
deliberate statement of intent so it's clearly differentiated from the
neutral state. I also wish we could shorten the language of that
middle state below, but I do like how explicit and clear it is now
(though we're going to run into problems on mobile).
Here's chofmann's version with some tweaks from me:
Tell websites:
" [ ] I do not want advertisers to track my Web use
" [ ] I want advertisers to track and retain my Web use across sites
and provide targeted content"
" [ * ] I haven't made choice or I'm not interested in the topic of
website tracking"
The other question is what order we present the options in. I think
{no, neutral, yes} makes the most sense, but I'm curious what others
think on that (I can also see the logic in the above order).

I commented in the bug, but I guess I should have commented here first.
Just because we have three states in the code doesn't nessisarily mean
we need three states in the UI.
I think the choices to the user remain the same.
Tell websites:
" * I do not want to be tracked
" * I'm ok with advertisers tracking and retaining my web use across
many sites and providing targeted content"
Leaving those two unchecked reflects the user hasn't made a choice or
has no interest in the topic.
The problem is: how do you "uncheck" a radio button? The only way I
know how to do that is with a third radio button that's "dunno" or
similar. I think if we go with radios, there must be three. We could
get creative, but the front-end team seemed really interested in doing
radios for this.

If it has to be 3 then I'd recommend
Tell websites:
" [ ] I do not want my use of the the web tracked by advertizers
" [ ] I'm ok with advertisers tracking and retaining my web use
across many sites and providing targeted content"
" [ * ] I haven't made choice, or I'm not interested in the
topic of web site tracking"
