DFN <-> German universities have already complete procedures &
infrastructure for new certificates (all requests are considered by
subnet management group, only users which are employees of the
university can request a certificate, department head has to approve,
IT department of the university checks validity and submits to next
next higher instance, ..) - so there is an "easy" unified and web-
based way - who has the budget to rebuild/customize this for a new
root CA?
