I have build openldap 2.4.36 on NSS 3.15.3. I followed following link for installation. I am using RHEL 6.4.
http://www.linuxfromscratch.org/blfs/view/svn/postlfs/nss.html But, I don't see nss-config after installation. The nspr-config does gets installed, though.
