Just did what you say, i.e. run a telnet session to 13.198.98.16. It does not
fail quickly, nor does it take as long as 3 min to return. The interval is
around 20 seconds.

I have no idea why ldap_simple_bind() takes so long as 3 mins to return. And,
ldap_result() is not called at all.
Any further help?
