I can confirm that the docs are incorrect.
window.locationbar.visible is true for me in the Web runtime as well.
I think you have to combine a couple checks. In the Marketplace app
we check locationbar but also check the user agent and viewport to
tell if it's on a Firefox OS device. E.G.

There might be a better way to do it.

That's a bug if the locationbar is true within an app on Fx OS. I'd
file a bug on this.
