I think its fine to put the onus on those working on this (mostly me) - but, I 
want to make sure we are aligned so I don’t go off in the weeds and come back 
with something you and others don’t like. I also don’t want us to change the 
current browser caching model unless it’s absolutely required. The spec is 
currently silent about this.

Thanks for clarifying. I think I agree with this, but I’m currently 
investigating what the implications are. I have a *very early* draft of this 
research [1], and the good thing is that at least IE on Windows 8, Firefox for 
Android, and Chrome for Android tend to agree with you (will push that part of 
the research to the document soon).
