Would be better to make use of excludedGroups and groups properties
directly, rather than separate things out by two different executions of the
failsafe plugin.
Providing the annotations, and categorizing test classes is probably
sufficient. Testing docs can just explain how to use `groups` and
`excludedGroups` properties to override default values in our POM. We probably
don't need to manipulate the surefire/failsafe execution configuration in the
POM outside of defining default values for `groups` and `excludedGroups`.
