Queue size is 0, after starting with messages in persisent storage

1. Put 10 persistent messages into a queue
2. Stop ActiveMQ
3. Start ActiveMQ
4. Check Web Console and/or JMX, and ActiveMQ will insist that there are 0 
messages in all queues.
5. Consume messages.
5. Check Web Console and/or JMX, and will now say there are "-10" messages in 
the queue.

This occurs both with the default Kaha persistence module, as well as with 
Journal+Derby.
