Added support for environment replacement variable in the 
nmsprovider-test.config file.  The environment variable ACTIVEMQHOST can be set 
to the name or IP address of the machine running ActiveMQ.  If this environment 
variable is not specified, it defaults to LOCALHOST.  It should no longer be 
necessary to modify the config file before running tests.
