the delivery on Queue should be interrupted when false. Any calls here
should still fill the readyListener.
We could make it a hashSet, but we wouldn't guarantee order. (but I don't
think we need order anyways).
Maybe this could be an issue with sustained load and a client blocked. Do
you have such situation?
