Projects replace Milestones when you want to assign an issue to a specific 
release. PRs are linked to branches so those would be 1:1

Example:

Projects: v6.3.0, v5.2.0

Issue #4324 
PR #6435 -> main (for v6.3.0)
PR #6233 -> activemq-5.20.x (for v5.20.0)
