Matt pointed out to me offline that support will be backported to JDK 25 soon, so we can add the support for it then which is fine.
My issue here isn't anything against PQ TLS support specifically, I just think as a policy for the project we should not require anything higher than the latest LTS to run a release. So any feature that is not in JDK 25 and only in 26-28 I think we should wait on until JDK 29 (or unless it's backported).
