Give a meaningful short message when non-existing user or/and project ID is 
provided in createExperiment.php script
currently for either values gives the message;
Airavata System Exception: Error while creating the experiment. More info : 
Error while adding the resource EXPERIMENT

This message does not mention why the experiment cannot be created.
