It looks like the situation stabilised. The current Travis CI status is
"Identified - We have continued to investigate this issue. We have a fix
that we are sending to affected customers to have a wider validation before
deploying it to all customers. Thanks again for your patience."

It seems that they implemented a fix for our builds - I have not seen a
build failed because of pip-install in the last 24 hours. So hopefully we
will finally have stable tests on Travis.
