I have a problem with new colors for tasks. (new feature: Allow changing
Task States Colors (#9520))

I created airflow_local_settings.py file:
$ cat ~/airflow/config/airflow_local_settings.py

STATE_COLORS = {
  "queued": 'blue',
  "running": 'blue',
  "success": 'blue',
  "failed": 'firebrick',
  "up_for_retry": 'yellow',
  "up_for_reschedule": 'turquoise',
  "upstream_failed": 'orange',
  "skipped": 'darkorchid',
  "scheduled": 'blue',
}

But the colors still haven't changed. I tried to turn RBAC on and off and
it didn't help. Did I miss something?

I also tested the airflow info and airflow config commands. These work fine.
