Hello,

3 "+1" binding votes received:

3 "+1" non-binding votes received:
- Pankaj Koti
- Pankaj Singh
- Hussein Awala

*Important note:*
Bugs were found in RC2 of amazon and microsoft.azure providers as
reported in the issue track:

https://github.com/apache/airflow/issues/31322#issuecomment-1556876252

https://github.com/apache/airflow/issues/31322#issuecomment-1556905731

Both bugs are minor ones and with no concern to backward
compatibility. Normally these providers were excluded from release and
RC3 would have been cut for them but this is a special release with
huge dependency upgrade and bumping all providers to Airflow>=2.4.0
After consulting with another release manager (Jarek) we decided that
we should release providers as is and cut a new release for amazon and
microsoft.azure as soon as fixes are merged to the main branch.

I'll continue with the release process, and the release announcement
will follow shortly.

Cheers,
Elad Kalif
