Brent and me have revised the AIP-68 based on the other Airflow 3.x discussions 
we had and as no further discussions are open we assume it is ready to vote:

We target the implementation of this AIP to be in Airflow 3 (not as initially 
scoped to be 2.10). The removal of old plugins is within the scope of AIP-79
