I am calling for a lazy consensus on switching to `uv.lock` for dev env of ours
Seems that the discussion in https://lists.apache.org/thread/mhq987wq78cmkgjf2ql55rkmkmdd1h5t got only positive feedback. While there are still some details to work out, the overall sentiment is positive. So I am calling for a lazy consensus on this switch to use uv.lock. There is no need to respond to it - unless someone wants to strongly object and break the consensus.
