+1 (binding) - Checked SVN, Check in Docker, Reproducible package build, Licenses, Signatures

Tested especially the Edge3 Provider with Fab security manager and Integration Test Dag active on Airflow 2.11.0, 3.0.6, 3.1.0, 3.1.1rc2 as well main.

(Fab from released package not on 2.11.0 of couse as not compatible)

As via Slack and Github Ticket I'd we can cut a UI Plugin fixed Edge3 Provider soonish together or shortly after with 3.1.1 release.

I also updated our "Release check" process to the new version of licence
check tool - rat 0.17 -> https://github.com/apache/airflow/pull/57201 - we
have Apache Trusted Releases coming and those checks will run
automatically in ATR, so it's good to keep up-to-date with RAT updates.

I installed the bits with breeze and ran a few of my example dags, because
I didn't have any specific changes that I wanted to test this time around.
