Two small points:

Jim - if you plan to post more on the devlist here - we ask you (like)
everyone else to subscribe to the devlist - otherwise we have to
moderate your posts.

I would not say "any" it's quite impractical to open a JIRA issue or
send an email to legal for **any** doubt, but certainty when we have
reasonable doubt we should.

The "Generative Tooling Guidance by ASF" was written specifically by
Roman - the VP legal (a friend of mine - we organize "AI Plumbers"
devroom at FOSDEM in February for the second time) - to give enough
guidance, so that we can make the call ourselves.
I think having such an interactive discussion in slack might help us
to figure out what might and might not be copyrightable (this is one
of the reasons I made the proposal - so that we have forum where we
can discuss it) - and if we see some reasonable doubts, we should
bring it to the devlist and ask legal opinion in case of doubt (note
that our legal team are also not Lawyers - but Roman definitely can
help with his wisdom and experience to provide his view - he is very
knowledgeable here, but we need to be careful not to overload our
legal team with too many questions).
