Hello Jens, everyone,

I took the liberty (I wanted to ease Jen's life a bit) to convert that vote
into
https://cwiki.apache.org/confluence/display/AIRFLOW/Yearly+Airflow+Survey

I think I captured all "process" comments from the VOTE discussion, there
are some technical comments that are more relevant for the time we run the
survey again. But of course if there are any things I mis-captured, anyone
is free to propose/edit the doc.
