It's Michal from Google Cloud Composer team here. In general, we maintain
the APIs usage in the Google Provider and regularly migrate
operators/hooks/... to the current versions, as well as implement new
operators for new services and features available in Google Cloud.
Sometimes there can be some delays, e.g. due to dependency clashes of the
client libraries (it's a massive dependency tree!), but in most cases we
keep the provider up to date.

As for Campaign Manager - Oleg just sent the implemented changes :)
