We've discussed this before, and while I am open to a different number—and
would like to hear what others think—I proposed a low cap of 5 open PRs
specifically to start the discussion.
I would be completely fine if we agree (and eventually vote if consensus
isn't clear) on a higher number.
I prefer focusing our discussion on what the limit should be, rather than
whether we should limit PRs. In our previous conversations, limiting the
number of open PRs was clearly something we wanted to try. We have this
tool at our hands. If someone else has another proposal that they can
implement in a small PR and that we can just "enable," I would welcome it.
But we are way past doing "nothing" or considering "academic solutions"
that require complex logic and someone to implement it and take care of it.
This one can be implemented by merging 3-line PR. I propose that anyone
with another idea submits a few line PR implementing it, not
discussing some "wild ideas".
We want to build a social contract where maintainers commit to reviewing
PRs thoroughly and seriously without feeling guilty about unreviewed code,
while contributors adapt to community expectations. When we had 100 open
PRs, we could promise—and mostly delivered—at least an initial review. With
1,000 open PRs, that implicit promise is impossible, leaving hundreds of
PRs completely unreviewed.
We also need to adapt to the reality where generating code is fast and
cheap, meaning a submitted PR no longer guarantees that someone understands
Airflow or is genuinely invested. Evaluating whether a PR warrants a deeper
review takes time and attention, which are scarce resources. Unfocused
volume overwhelms maintainers and causes burnout.
I propose using this max limit as a communication tool to encourage
contributors to prioritize their work and engage more in helping others—by
reviewing code, joining devlist discussions, or participating in dev
calls—before submitting new PRs. When you reach the limit, those are all
perfectly viable contributions - way more valuable than 20 more PRs.

It's very clear (and Sameh - you are one of the most **outstanding**
contributors there - clearly on your way to be committer - but even you
hardly hit the limit of 5 - and your contributions far exceed everyone else
on that top-20 list. And clearly what we want is to respond to needs of
more people from the top-20 list like you. not the others.
