Hello everyone,

Following the proposal thread [1], I'm calling a lazy consensus on
enabling GitHub auto-merge for PRs to main, as implemented in #75142 [2].

In short:

- After approving a PR, a committer can click "Enable auto-merge" (or
run "gh pr merge --squash --auto"). GitHub squash-merges the PR once
it is approved, its conversations are resolved and the required
checks are green. A push by the PR author turns auto-merge off.

- A new "Require CI on main" ruleset requires the new "CI passed" gate
job and "check-newsfragment-pr-number". Unlike "Finalize tests", the
gate always reports a real result. Jobs skipped by selective checks
  count as passed.

- The airflow-committers team can bypass the ruleset, so committers can
still merge a PR whose CI is red for an unrelated reason. That missing
escape hatch is why we turned auto-merge off in 2025.

- Auto-merge does not wait for CodeQL, Dependency review or Registry
tests. The committer docs in the PR say so.

The lazy consensus will last 72 hours, until Friday, 23 October 2026,
18:00 UTC. If there are no objections by then, I will consider it
accepted and merge the PR.

I'd also appreciate reviews and approvals on the PR itself [2], since
it touches .asf.yaml and the CI workflows. More eyes on the gate job and
the ruleset are welcome before we switch it on.
