This change: https://github.com/apache/airflow/pull/75272 makes the PowerBIDatasetRefreshOperator now start the dataset refresh from the worker instead of the triggerer. Workers that had no network access to the Power BI domain (like an air-gapped cluster) will fail on every run after the upgrade. Setting durable=False does not undo it, so there is no Dag level way out of this situation.
