Here is the [Toolbar Prototype ](https://hsallura.appspot.com/tools).

A few things were reworked from the original drawings:

- The 'edit' and 'move' icons are now below instead of to the right (icons on 
the right could have changed the amount of tools in a given row)
- For linked with a mutable label, we show a ` _ _ _` style underline and 
change the cursor to indicate editable text.
- 'Group similar' is not in this prototype.  Dave mentioned the idea of only 
showing this when a project has two or more of the same tool.
- The drag-n-drop reordering is done using html5 but doesn't have any drop zone 
styles applied.  [This might be 
helpful](https://github.com/mzabriskie/react-draggable) for a react dnd 
implementation.
- Because some tools have the ability to be locked, we should also style those 
differently.

This was a rough prototype just to see if there were any obvious 
design/usablility issues that we should address.  

Any thoughts on usability and/or technical considerations?
