Looks good for a prototype to me.  I think it helps illustrate the core 
principles.  Few more comments on particulars:

* when clicking on the "gear" icon, a list of admin menu items would appear.  
Heith & I talked about this and decided it would be best for that list to 
appear exactly where you clicked, as an overlay (kinda like how right-click 
menus work).  It would not be a dropdown or popout since that can get messy 
since we already have dropdowns for grouped items
* Grouped sections (e.g. "External Link") would not be able to be renamed.  Nor 
have a gear icon since there isn't a setting for that.  They still can be moved 
though.
* Anchored tools can still be configured so they should have a gear icon that 
is not disabled.  (Even though they can't be moved or relabled)
