I was also running the command 
ALLURA_TEST_DATA=False paster setup-app development.ini
This was recreating the mongodb maybe?

Without this, after the restart I can see the projects persisted.

Hello,

I understand neighbourhoods can be used for grouping similar projects. By 
default I can see 3 neighbourhoods created by default : Adobe, Projects and 
Users.
Is it possible to create new neighbourhood?
