Personally I never found that it's very difficult to click "edit" and then make your changes, but I think your idea of hovering and being able to change a field directly, plus ajax would be a good improvement. That said though, if we are going to redesign the frontend view of pages to be responsive (see my recent other email), it might be best to do more complicated UI/UX changes like this ticket edit idea after the responsive redesign.
