Currently the admin interface enforces TroveCategory shortname fields to be
completely unique. But that isn't necessary and there are already many that
are not in the default data (e.g. "kde" from `User Interface :: Graphical ::
KDE` and from `Topic :: Desktop Environment :: K Desktop Environment (KDE)`).
It only needs to be unique per trove hierarchy (e.g. within Topic, or within
User Interface). (Even with that there are still some duplicates in the
default data e.g. `Topic :: Internet :: Log Analysis` and `Topic :: System ::
Logging :: Log Analysis`)
