All Russian text in diff area shows "Uncknown Char" glyphs in number of 2
glyphs per one 2-byte character. (pic-1.png)
diff comment in commit header has right encoding.

Interestingly, the [non-diff display of the
file](https://sourceforge.net/p/oooru/code/556/tree//loru/trunk/ui/xmlsecurity/uiconfig/ui.po)
works fine.
And the
[side-by-side](https://sourceforge.net/p/oooru/code/556/tree/loru/trunk/ui/xmlsecurity/uiconfig/ui.po?diff=517edbaae88f3d0ab9b71624:555&diformat=sidebyside)
doesn't work at all (500s)
