I've checked, and I don't have access to administer this project's JIRA
(yet), so cannot help you directly.
Please file an Infra ticket to add one of the PPMC members in the project's
JIRA PMC group, and then that person can add remaining PPMC members and
mentors to the list.

Once you have proper JIRA access, add any contributors to the JIRA's
contributor group. At that point, you'll be able to assign issues directly
to non-committers.
