Externalizing the service graph definition in Ambari Webis meant to be a 
stop-gap measure until we properly move the definition over to the stack 
definition (hopefully in 2.0.0).
I can see the benefit of making this stack based if BIGTOP and PHD will have 
different graphs to display for the same services exposed via HDP today.  If 
you are mainly concerned about just adding additional services and graph 
definitions, then we can keep it as a single file.
