*Steps to reproduce*:
Deploy cluster.
Refresh browser.
Start all service checks quickly (should be started at least 12-13 checks at
the same time).
After start last check close Background Operations window.
Open Background Operations window.
Click "Show more" until all jobs will be opened.
*Result*: some operations are placed incorrectly or duplicates
