Thanks a lot for the work!
I verified the RC13 candidate with the following results:
- The source tag and release artifacts are consistent.
- SHA-512 checksums and PGP signatures are valid.
- The source archive has a single top-level directory.
- Apache RAT check passed.
- Maven validation passed.
- The project builds successfully from the source artifact with JDK 11, 17.
Re-verification targeting the RC10 issues:
- macOS metadata pollution (RC10 binding -1): I explicitly verified that
the RC13 source tarball contains no AppleDouble `._*` files, no
`.DS_Store`, and no other macOS metadata entries.
- LICENSE/LICENCE-binary completeness (RC10 -1 from both IPMC and
PMC): I confirmed RC13 carries the ICU attribution (IBM 1996-2016
and Unicode 2016+) with verbatim ICU license text for
ByteArrayWrapper.java.
Both RC10 blockers are fully addressed in RC13.
