GPG signature okay.
Checksums okay.
Apache Rat checks okay.

Testing instructions or our Makefile need slight updates. Running `yarn
build` and `make check` both fail initially, but succeed after running
`yarn install`.

Should we fix these things and do an rc.2, or should we proceed?
