I just had a look at what it would take to make a <comment> task, or more generically an XmlFragment datatype whose contents would be reusable.
I propose that utils.XmlFragment is moved to typedefs and made to extend Datatype; this would be all that is needed and is the only way to do it without retyping, given that MI is forbidden in java.
This should not break anything *Except* the .net stuff in the sandbox...
