I've created a second release candidate for Ant 1.10.16.

This 1.10.16 release of Ant is a regular bug fix release and contains
changes that are noted in the release notes at
https://dist.apache.org/repos/dist/dev/ant/RELEASE-NOTES-1.10.16.html.
Compared to RC1 this is expected to have fixed the issues found on
Windows during the tests of the first RC.
The vote will be open at least until 2026-04-01 10:30 UTC.
